I've recieved such messages from eBay itself and from PayPall
After writing a letter, when attached such message, to the eBay
support staff, i've recieved an information mail that when eBay or
PayPall is writing you an email, they NEVER start with "Dear user" or
"Dear sir/madam" !!! They always use your first and the last name !
Thats how you can know if it's a fake or it's a real email. Also, when
you are clicking on such link, look at the address line.. if you see
some strange IP adress instead of a full DNS name (like www.ebay.com),
it's A FAKE.. thats how i've got on it...
