Kinda yes, but what we faced in practice on jabber.ru is that users from blocked servers stopped creating/participating our MUC rooms and resorted to create MUCs on less restrictive servers (including our local users!). They could, of course, create accounts on other servers or report about local spammers to their server admins, but they didn't. We also had some complains from blocked servers' admins who didn't like such policy blaming us that this is our problem with their spammers, lol. In their point of view the registration process should be as open as possible to attract more users. So seems like people have different views at the problem.
