Thank you for your idea. I am not able to publish emacs in my own build systems (the builds all fail with segmentation faults) and thus I have byte-compiled Michals proposed solution in my emacs and replaced /usr/share/emacs/26.3/list/net/gnutls.elc with it. Alas I still get the same TLS handshake errors.
