This doesn't seem to be related to the graphics type. Both, png and jpeg have
working and non-working examples.
A large portion (most!) of the linkage dependencies are due to
ImageMagick and it seems likely that ImageMagick is used to read PNG
and JPEG files. I suggest looking there first. Download a graphics
image file which does not work and then see if
display filename
works ok.
