Not much difference.

Problem with your remedy is the sheer number of things to remove.
I was hoping this might be some obvious problem with "biting over too much" with some easily implemented remedy to avoid the troublesome bits.

why not use "pfexec pkg update --no-refresh -nv"

if there is a fault with updating to a specific package, you could try
removing the package, disabling a publisher or marking the package as
sticky so that it (and anything that relies on it) won't be updated.
