if you're trying to do an upgrade, why are you stating explicit packages (and version) that you want to install?
why not use "pfexec pkg update --no-refresh -nv" if there is a fault with updating to a specific package, you could try removing the package, disabling a publisher or marking the package as sticky so that it (and anything that relies on it) won't be updated.
