feat(roles): Add SqlLabPermalinkRestApi as default sqlab roles. ### SUMMARY This PR ensures that SQL Lab users automatically receive can_read and can_write permissions on SqlLabPermalinkRestApi by default when superset init runs. Previously, these permissions were missing, requiring manual assignment.
