The fail-fast part of this issue is already addressed by the #7149 workflow refactor: the remaining push matrix sets `fail-fast: false`. I don't see an open PR for the remaining timeout guard, and my Sep 26 ownership check has not received a reply. I plan to add a job-level timeout to the current PR `pr_build` (the only pull-request full Maven test job without one) as the remaining scope.
