Fixes #7393. `DataChangedEventDispatcher.dispatch()` invokes the 3-arg `onPluginChanged(changed, eventType, namespaceId)` overload, but the tests added in #7342 verify the 2-arg overload. Since the listeners are plain `@Mock`s, the interface default method that delegates to the 2-arg overload never executes, so 3 tests have failed on master since e27fb02f6.
