## What this PR does - skips GHCR image publishing for `.github/**`, local Actions, E2E, integrated-test, and examples-only changes - preserves publishing for root build files, DB, admin, plugins, distributions, and other runtime modules - preserves release tag publishing because GitHub does not evaluate path filters for tag pushes - adds executable workflow path fixtures to the CI changes job ## Why GHCR currently rebuilds Maven packages and two multi-architecture images on every master push. The merges of #7340, #7341, and #7349 each spent about four runner-minutes publishing images even though none changed admin or bootstrap runtime contents. ## Validation - verified the path fixture fails on master because workflow-only changes are not ignored - workflow, Actions, E2E, IT, and examples paths now skip publishing - root POM, DB, admin, plugin, and dist paths still publish - release tag pattern remains present - Bash syntax, ShellCheck, YAML lint/parsing, Actionlint, and `git diff --check` pass ## Expected benefit Save approximately four runner-minutes for every non-runtime master merge and avoid unnecessary multi-architecture registry writes. -- This is an automated message from the Apache Git Service.
