Fixes #6576. Coalesces selector data-sync notifications during imports into one `DataChangedEvent` containing all successfully inserted selectors. Per-selector domain events are retained for admin-side processing, while gateways now perform one cache refresh and broadcast per import instead of one per row. The current rule import path already writes rows without publishing per-row data-sync events, so it does not need the same change.
