Not sure about archive vs backup but my backup solution here: Ubuntu12.04 running Bacula server here (the free community version of bacula).
Backing up to a quantum 16 tape library with LTO 3 and 4 tapes. The only money we have spent was on hardware. 1.5 Tb a night for incrementals and about 4 Tb for Weekend fulls. Our catalog is calculated to about 90 Tb total right now with a 300 Gb MySQL db containing the records. This has been our solution for the past 3 years.
