I assume you meant Cordova. At one time, Joe Bowser had a version of
this *based on GeckoView* prototyped:

Indeed. Cordova <https://cordova.apache.org/>, with or without
GeckoView, is a promising migration path, since it gives you access to
native APIs and lets you distribute a web app on both Android and a
variety of other platforms. For Felix's app in particular, a plugin like
sockets-for-cordova <https://github.com/blocshop/sockets-for-cordova>
would provide the TCP socket API it needs.
