It is legal to copy Linux and any other GPL-based (or similar licenses)
software. However, sometimes the boxed versions might contain additional
software which is not under GPL. You'd have to check the licenses for
such software yourself. For instance, if a boxed distro contains
StarOffice (not OpenOffice), then its license probably does not allow it
to be copied.

As regards the Mandrake, you can get Discovery edition at €39, or the 7
CDs of the PowerPack edition without support, manuals or box for €54
(ie, you can buy just the CDs).
