I don't know if it's legal or not, but that's what most ppl do :)

However I prefer to do a net install - I dunno if mandrake have it (but
debian have net. install) - it basically means that you download only
necessary files including kernel and some packaging tools - totalising for
something about 50MB. You burn this little ISO on a CD and you boot from
it. Then you would setup the network, and off you go to download the
lastest packages from the net - that's how my boxen was setup. I now have
only those packages which i needed and downloaded - nothing more and
nothing less. Very straightforward.
