No, currently, OpenBSD includes X.org 6.8.2. OpenBSD has NEVER included
XFree86 4.4.0, which is not considered free enough. What has been
included in 3.6 was all the ``old-license'' XFree86 code, with parts
from the 4.3.90 (or was it 4.3.95), and a few of the 4.3.*->4.4.0
updates released under the old license; we called this ``XFree86 4.4.0
unencumbered''.
