But app stores are not going to be in the business of selling compliant apps!

Most commercial apps (which is what apps stores will be selling, as opposed to 
giving away for free) will want to be tightly integrated with the platform, 
using all the vendor extensions and features.  So, they will not be "MeeGo 
compliant" anyway!

Surely no one expects that Angry Birds will just have one MeeGo version, that 
is "MeeGo compliant"?  I assume it will have one version using the Nokia 
proprietary GUI, one using another vendor's proprietary sound system, another 
using another vendor's proprietary haptic feedback system, etc.  Each version 
will be tailored before being put in that vendor's app store.

This whole "MeeGo compliant" thing is about creating very high volumes of 
low-end, mainly free, apps.  The high value apps that app stores care about 
are not affected.  And for low end apps, it has to be quick, easy and cheap 
to develop or port them.  And many of them will be in MeeGo Extras.
