Because box2d is not included in MeeGo and a user of a MeeGo device with no access to e.g. extras has a high chance of getting confused. "compliant" is a commercial label and it's easy to tie it strictly to the commercial side: the vendor stores. Extras can still do whatever without the label "compliant".
