For ellipsoidal accuracy:
U.S. Coast & Geodetic Survey Special Publication No. 5 gives the formulae
and tables for all latitudes on the Clarke 1866 ellipsoid. (The formulae
will allow you to compute the same for other ellipsoids to sub-millimeter
accuracy).
For spherical accuracy:
Consider that the equatorial radius is 6,378.137 kilometers and that
longitude varies as the cosine of the latitude.
