It certainly is.  Here (Calif.) it's done by county. In Santa Clara County,
it's 8.25%.  If you head a few miles away to Alameda County, it's 8.75%.

As far as whinging about taxes goes...at the IRS headquarters (Our "Revenue
Canada") there's an engraving that says, "Taxes are the price we pay for
civilization."  Speaking for myself, I've had about all the "civilizing" I
can stand.
