Oh!
Please don't call them "proofing".
The "languages" (actually, locales) are used for more than that. E.g., for
hyphenation, and for the locale used for numbers, currencies and dates in text
(like in fields).

It is inevitable anyway. I am still in favor of imply showing the UI always -
and then, it would likely make large part of the problem that Eyal mentions go
away. People manage to make these errors even in the current setup, e.g.
inserting RTL characters from special characters dialog, the precautions don't
stop them...
