Rough scribble that makes the existing "Language" property, currently
controlling the spell-checker, much more powerful. Each language may have an
own set of default fonts; the preference is defined by the sequence.
Consequently there cannot be a "None" language anymore (of course we can
disable spell-checking). 

Templates and documents overwrite the options but don't alter it. Meaning a
document in Greek does not add a new set of fonts and languages to the
configuration but should works likewise. It should be possible to pick Greek
even if only English, German, and Tamil are defined. Guess in this case we just
have no spell checker and take the default fonts from the first item (as long
PS/CS/DF don't change it).

The CTL/CJK options would always be visible for everyone. Language can surely
take more attributes into account, for example the default writing direction.

Intentionally labeled the mockup as #1. Up for discussion.
