Yes, you can find it in git with the kde-dev-scripts at kde:kde-dev-scripts. There's a config.ini in kde-dev-scripts/createtarball. One need to change the [kmymoney] section and update the version number. Then a simple ./createtarball -a kmymoney should do the trick. Watch out, there's also a [kmymoney-devel] section which I used to create the unstable releases.
