hmm ok

looks like you will have to remove that broken package first,
try to remove it with the dpkg command

sudo dpkg --remove --force-remove-reinstreq linux-
image-4.10.0-23-generic

  can't open synaptic package manager

Status in linux package in Ubuntu:
  Incomplete

Bug description:
  When I try and open synaptic package man. I get this message.
  E: The package linux-image-4.10.0-23-generic needs to be reinstalled, but I 
can't find an archive for it.
  E: Internal error opening cache (1). Please report.

  Before this the software updater is showing 1 update but does not
  update it, I click on install and it says installing a few moments but
  then returns to showing one update to be done?
