I have checked in our repository, package linux-image-4.10.0-23-generic does 
not exist anymore.
(with command "apt-cache search linux-image-4.10.0-23-generic")

The latest kernel package in -release is linux-image-4.10.0-32-generic, so 
please try to remove that old package and install the new one with:
sudo apt-get remove linux-image-4.10.0-23-generic
sudo apt-get install linux-image-generic

Also, I noticed that you have -proposed enabled in your repository
setting, which is for some experimental purpose. So if you are not doing
this intentionally, I would suggest you to disable it from the "Software
& Update" tool.

  can't open synaptic package manager

Status in linux package in Ubuntu:
  Incomplete

Bug description:
  When I try and open synaptic package man. I get this message.
  E: The package linux-image-4.10.0-23-generic needs to be reinstalled, but I 
can't find an archive for it.
  E: Internal error opening cache (1). Please report.

  Before this the software updater is showing 1 update but does not
  update it, I click on install and it says installing a few moments but
  then returns to showing one update to be done?
