It is very easy to build VLC without including libraries you can't ship for
whatever reasons (for example because of software patents).

Just build VLC on a system which only the libraries that are okay to ship.

Because these problematic distros already ship gstreamer, I assume they've
already vetted the multimedia libraries they have available.
