So don't ship the plugins that can cause legal issues.
Gstreamer is simply easier for packagers. VLC isn't.
The plugins that don't live up to coding standards or can cause legal
issues are packaged separately upstream as gst-plugins-bad and gst
-plugins-ugly (in addition to gst-libav).

Packagers will have to manually separate VLC into core library, ui
stuff and plugins into different packages.
