The issue is that it appears that the bug reports haven't been managed. So, either the bug report process is designed to be ignored by the developers, which means that it's only purpose is to lead user to waste their time filing meaningless bug reports, or the bug report process is being mismanaged and mishandled. Both scenarios aren't good, which means that this is a problem that should be dealt with, not brushed under the rug (or to the bug report site).
