In Plasma 6, desktop icon sizes are set in the config window for the desktop
itself (Right-click on desktop > Desktop and Wallpaper > Icons > Icon Size).
This was actually how you did it in Plasma 5 too, and the config UI on the
System Settings Icons page only ever changed the *default* size which would
then be overridden by the actual desktop settings themselves, doing nothing.
That's why it was removed for Plasma 6.
