It looks like this is actually an issue of the implicit sizes of widgets being
wrong, which causes the overlap we see at the beginning of your video. Let's
verify that: the very first time an app icon overlaps something in the System
Tray, can you right-click on the panel and choose Enter Edit mode, then exit
it? Does that make the overlap stop happening?
