When you use slideshow wallpaper changer and watch a video it won't be a good
experience when the entire screen freezes out. because of the new blend effect.
Possible solution: I think the blend effect (new effect that makes the accent
color transition smooth) should be disabled when an app is on fullscreen-mode.

STEPS TO REPRODUCE
1. enable slideshow wallpaper
2. watch a Youtube video with adaptive accent color enabled
OBSERVED RESULT
Video stutter every 15 minutes
Possible solution: I think the blend effect (new effect that makes the accent
color transition smooth) should be disabled when an app is on fullscreen-mode.
