If you are asking me, I've no idea.
I answered to your previous question: "Does the GPU or memory clock go up if
you enable it?"
I don't know which go up when i enable the Show FPS effect, because intel gpu
utils refers to a generic "gpu frequency".
However, since you asked about one of those frequencies, i answered Yes,
because intel_gpu_top reports an higher frequency when i enable FPS effect.
Note that the actual minimum frequency for non idle state is 200mhz; in idle
state the gpu reaches 1mhz.
If when i enable FPS effect i get something lower, it probabily means that it
is just waking up the gpu from time to time.

Could you please  be more specific? I'm having hard times trying to understand
your point.
