I don't know which go up when i enable the Show FPS effect, because intel gpu utils refers to a generic "gpu frequency". However, since you asked about one of those frequencies, i answered Yes, because intel_gpu_top reports an higher frequency when i enable FPS effect. Note that the actual minimum frequency for non idle state is 200mhz; in idle state the gpu reaches 1mhz. If when i enable FPS effect i get something lower, it probabily means that it is just waking up the gpu from time to time. Could you please be more specific?
