(This sounds strange but it's the only way I can try to describe it). If I do Image -> Trim To Image Size, the white border no longer happens on opening the file. Did you make a small change to the canvas size at any stage? [Before I noticed that, I noted that you have the Copy blending mode used for the Blur Filter Layer. If that mode is set to Normal, then the white boundary effect does not happen.
