As written in the first comment, my setup can already use an older 4k 60Hz display meaning that we can rule out the gpu and the HDMI cable not supporting 4k 60Hz. I'm going to buy a display port cable tomorrow to check if things will be different with display port instead of HDMI as I have read in multiple forums.
