Okay, I guess it's time to pay the skill tax.

strace shows that icon is
/usr/share/icons/oxygen/applets/22x22/audio-volume-medium-symbolic.svg.
Whatever "-symbolic" is, I don't like it, it wasn't even a thing in the 2000s.

Fixed with "sudo rm /usr/share/icons/oxygen/*/*/*-symbolic.*" until next
software update, I wish it was easily configurable.
