"Start dragging a maximized window by its title bar" is a concrete action, and AFAIUI you've claimed that on Wayland it unmaximmized the window even before 6.1. "Want to move a maximised window to [become?] a non-maximised window" is not a concrete action sans mind-reading, and I'm not sure what concrete action you have in mind.
