Review Comment:
   The producer now returns MetricsPersistence.NOOP when metrics tables don't 
exist. Removed all supportsMetricsPersistence() checks from 
JdbcMetricsPersistence - the  class now assumes metrics tables exist (since the 
producer handles this check). Also removed the schemaVersion constructor 
parameter and related constants. Updated tests   accordingly.
