The test cases in the maven plugin project all work correctly.   I was talking 
about my company's application project, not the maven-pmd-plugin project.   If 
I put the maven-pmd-plugin under the <reporting> section of my own project's 
pom, I do not get the report.   If I put the plugin entry in the <build> 
section of my project's pom, I can run it quickly, and I get the correct PMD 
report.   I'm sure it's something I'm doing incorrectly, and not the plugin.  I 
simply mentioned it in passing.
