I diffed the options and packages file for both variants (mvn site vs. mvn 
javadoc:javadoc). 
* packages has no difference at all
* options has two differences: Prefix "JavaDocs for " is added to -doctitle and 
-windowtitle

It gets even more insane: If I copy the options and packages files of "mvn 
javadoc:javadoc" to a backup and after success of "mvn javadoc:javadoc" I copy 
them back to the apidocs folder and manually invoke the javadoc tool like above 
then I also get the error.
