[MNG-7927] Align empty-element semantics across self-closing and empty tags
and fix evaluator handling
- Treat self-closing tags (<tag/>) and empty-element tags (<tag></tag>)
identically without artificial distinction, ensuring empty configuration
elements set empty strings when no default-value is configured
- In EnhancedConfigurationConverter, ensure expression evaluator is used
safely, allow literal values when evaluator is not provided, and handle empty
elements uniformly
- In EnhancedStringConverter, allow non-CharSequence evaluator results (such
as File from ${basedir}) to convert to String via toString() rather than
failing type compatibility
- In maven.mdo, remove the distinction between <param></param> and <param/>
and avoid hardcoding Maven 4.1.0 in favor of Maven 4+
- Update tests across DefaultBeanConfiguratorTest,
EnhancedCompositeBeanHelperTest, and MavenBasicComponentConfiguratorTest to
verify identical behavior for empty and self-closing tags
