Part of #1839. `request.get(1, MINUTES)` throws `TimeoutException` instead of returning `null`, so the "Could not receive request after one minute" branch never ran and a new daemon (which starts `Busy`) stayed `Busy` forever when its first client sent nothing. Busy daemons are never reused and never idle-expire. Not exercised at runtime: reproducing needs a client that sends a valid token and then no request. -- This is an automated message from the Apache Git Service.
