The Maven download step required a `.sha512` checksum, which Central publishes only from Maven 3.9.1 on. A `matrix-include` entry for Maven 3.9.0 failed with a 404 ([maven-project-info-reports-plugin run](https://github.com/apache/maven-project-info-reports-plugin/actions/runs/38304890598/job/114998122219)). The step now falls back to the `.sha1` file when no `.sha512` exists. Verified: the step's script run locally for 3.9.0 → SHA-1 match; for 3.9.16 → SHA-512 match. -- This is an automated message from the Apache Git Service.
