### Rationale for this change Malformed resource input currently reports only the low-level byte count, which does not identify the configured charset. ### What changes are included in this PR? - Include the charset in filtering errors caused by `MalformedInputException`. - Add regression coverage for malformed UTF-8 input. ### Are these changes tested? - `mvn -Dspotless.skip=true test` — passed (76 tests) - `git diff --check` — passed - Checkstyle — passed - Spotless could not run locally because the bundled `palantir-java-format` fails with a JDK `NoSuchFieldError`; this is unrelated to the change. ### Are there any user-facing changes?
