Few notes, questions:
* One thing I'd like point out: We discourage hijacking the {{central}} for
repos which do not proxy/mirror Maven Central. In the current Maven this may
lead to problems. Change it.
* Would you be able to try a debug build of Maven on your Jenkins node? I'd
like to add a few more log statements here.
