If a developer chooses to upload the same file multiple times, e.g. once as the (default) main artifact and once as a classified artifact, that's all up to him. Only if files are uploaded multiple times to the same URL, there's an issue. Otherwise I consider it as some kind of bad configuration of the pom.xml.
