Well its also a multi-language problem. I'm pretty sure (at least for LTS versions) we've got java, yaml, python, etc. We could consider a `.java_version` with the minimal LTS version to try to reduce it: e.g. its supported by `setup-java` action. Still that would only minimize the pain for the "minimum LTS version" which changes less often. That's now what we are changing here: 27 isn't an LTS version.
