As an incremental refactoring, I split the scratch bytes operations out of
FSTWriter. We still need the FSTWriter for the other methods
(getReverseBytesReader, writeTo, finish, etc.) but it's be much simpler. The
scratch bytes operations will still be handled by BytesStore.
