Sure. I find this sequence quite reasonable. Let's see where we can get with
the conversion of the test framework first so that no split packages are
present. This would help with some of the issues. I generally agree tests can
be hooked to the runtime as a module patch but it's going to make the build
part a bit more complicated.
Let's see if I can convert the test framework to a module first - it looks
reasonable so far.
