Review comment:
       @gsmiller my first guess would be permissions related. I'd first try 
`sudo perf top` then `perf top` and see if one or both don't work. If that's 
the case, i'd first inspect sysctl to see: `sysctl kernel.perf_event_paranoid`. 
I set `kernel.perf_event_paranoid = -1` because I want to profile things :)
