I'm done with a draft Solr TLP page that will live in solr.apache.org. 
Currently it can be previewed at [https://lucene-solrtlp.staged.apache.org/]
 * Developed in branch [https://github.com/apache/lucene-site/tree/main/solr] 
which is auto-publised to branch {{asf-staging-solrtlp}} by Pelican on changes.
 * Removed all core, pylucene etc folders and simplified folder structure
 * Fixed references to mailing lists, git locations etc
 * Removed link to TLP, and instead added a 
"[PROJECT|https://lucene-solrtlp.staged.apache.org/whoweare.html]"; top-menu with
 ** Information about the project and the ASF
 ** List of PMC members and committers (Link to projects.apache.org)
 ** List of Emeritus members (currently empty, I don't know who to list there)
 * Removed search menu as it did not work
 * Added a Website section 
[https://lucene-solrtlp.staged.apache.org/resources.html#website]
 * Added a Code of Conduct section 
[https://lucene-solrtlp.staged.apache.org/community.html#code-of-conduct]

Feedback and reviews are welcome! In particular regarding .htaccess and 
redirects

*TODO*
 * Add a news item about the new TLP and what changes users and developers will 
face
 * Add a visible frontpage link to that news article
 * Make sure the download page can refer to the 9.0 release in another location 
than the 8.8 release
 * RefGuide and Javadoc (See separate task SOLR-14497)
 * Change Google Analytics tracking code?

The plan is then, after some iterations, to push this branch to the new repo 
[https://github.com/apache/solr-site] as "main" branch.
